Replaced Timer and it still agitates during fill - do I need to "reset" the new timer

Our Kenmore washer would agitate at the start of a cycle while the washer was just beginning to fill, would go through the cycles, and at the very last part of the spin, add water, leaving the clothes all wet again. So it fills, agitates, spins and drains, just not at the right times.

So I bought a new timer, installed it this morning without any problems (thanks for the great videos by appliancepartspros) and Voila, it is STILL doing exactly the same thing! My problem has not been fixed. I have also already tried blowing out the water sensor tube thingy (did that before I bought the timer). So did I get a bad timer? Do I need to do something to "reset" this new timer? Is it likely something else?

I appreciate any ideas folks have on next steps.
