Dryer will spin with no heat. Tested thermal fuse and it is open. temporarily shorted fuse, and unit seems to heat fine. Do I still need to replace the cycling thermostat?

You definitely need to replace the thermal fuse and would probably be a good idea to replace the cycling stat also.
You also need to check out your venting also, if it’s gotten slow it can cause the thermal to pop.

That is another thermal on the blower. My fault for not asking which one.
Other then that, you probably still ought to replace cycle stat and check the vent.
