Dryer gets clothes too hot even on delicate

I have a Maytag dryer that seems to dry the clothes too hot. We put the setting on delicate but the clothes are still hot to the touch when the cycle is completed. It is shrinking and ruining a lot of clothes.
I checked the ducting and all is clear. Took off the front panel and vacuumed everything out but it didn’t look too bad. I thought I would try changing the cycling thermostat and the high limit thermostat. Does that sound like one of those could be the problem?
We also usually use the moisture sense setting on the dryer. It seems to be working OK as it seems to be reading properly and shutting down the dryer but could that be the problem?

You may also want to check the heating coil.

Unplug the unit and both wires to the coil.
Check it with a meter, should be around 10 to 12 ohms.
Then check from each side of the coil to the case/frame, both should be infinite ohms (open). If not the coil may have sagged or broken and is touching the case. This can cause it to run on high and the thermostats cannot regulate it.
