I’ve been working on this for my wifes friend for a couple days now. I’ve checked all thermostats & heating element, all checked out of even took to local repair facility they also tested & said they were ok. I’m going to goand check the 220 legs today,but the repair facility said it could be the motor. Makes no sence it runs to me. (they said it could be a broke winding). Any help would be nice.

Make sure you check from L1 to L2 for 240 volts not just for the 120’s to Neutral. Even if one phase is missing you will see 120 on both legs as it can feed through components.

If you end up needing a repair tech, I would not use these guys.
A motor winding will not cause no heat.
There is a centrifugal switch on the motor that can cause no heat.
The switch closes when the motor gets close to operating speed this then switches in the heating element. It is there to ensure that the element does not come on before there is air flow,
FYI: There are actually 2 switches. The second switch shuts off the motor’s start winding as leaving it is circuit would overheat the motor. It also provides a parallel circuit path to the start switch so that the motor keeps running after you release the start switch.
Could you list what you have checked and the readings you got.
Also when checking anything for resistance did you disconnect at least one side of the device. This prevents reading an alternate/parallel circuit path.
