Replaced bad element bad upper thermo.Replaced jhook thermo on bottom of element and checked all remaining parts both old and new for continuity and voltage (cutoff,Blower sensor, thermos and element).the only part that I’m aware of that I haven’t replaced is the timer. It is getting 120 volts in and is sending out 120 volts (if I’m reading the multi meter correctly and putting it on the correct wires) Can anyone explain to me how the timer tells the thermo to tell the element to heat up. Is there anything I’ve overlooked or may have missed .I’ve hesitated replacing the timer because they are expensive and because I’m not sure that’s what’s bad. Any suggestions?

If all of the internal parts are working your problem may be you are not getting 120v to each side of the connection block. Use your meter to check; sometimes one leg of a breaker will blow, giving power to the machine but not the 240v needed to heat.
