Drying heats up when off but when running it's cold

We have an older dryer that up until recently worked just finenough. We have a 3 prong cord hooked up to the back with the leads in place as they should (right to right, center to center and left to left) when it’s off it gets really really hot and upon touching it you can feel electricity flowing throughout the drying but when we turn it on to run it it gets cold and continously runs. Please help with this and all help is appreciated.

First off please leave your dryer unplugged until the problem is resolved. There may be a shorted wire along with heating when off is a fire hazard. There is a centrifugal switch on the motor that completes the 220 circuit to the heating element. If your getting heat when its not running there very likely is a short circuit. The first place I would check is to see if the heating element is touching metal. You will need an electric meter that checks continuity to check this.
