No Bake or Broil

I have a Frigidare (Electrolux) electric free standing range. Model glefs77csb. I was cooking with one of the top buners and had the broiler on. I heard a pop coming from the stove, and my daughter saw a flash, but I did not see where it came from. The cricuit break was tripped. After resetting the breaker, the bake and broil elements did not work. The control panel still lights up and functions normally and all of the top burner elements work correctly. You can hear the relays switch when you click on either bake or the broil option but the elements do not heat at all. At the back of the control panel I have 220VAC coming and and 120VAC go out of the bake and broil terminals when power is switch to either function. I ohmed both elements with the power and wires disconnected. The broil element was 13.2 ohms and the bake element was 15.3 ohms. There is continuity through the elements and back to the control panel. What I am not sure of is that no matter if I select the bake or broil option on the control panel, I have 120VAC on each terminal of both elements when checking to ground. I know that one side of the bake & broil elements are spliced to the same lead wire but should I have 120VAC at all 4 element connection points (2 for broil element, 2 for bake) if only the broiler function is selected. I can’t bake and broil and the same time so should one element not have 120VAC when not selected? Anyway I am looking for some help in troubleshooting why both elements are not working.
