Replaced control thermal fuse, now upper oven not heating

After self clean, controls went blank. Checked breaker…good.
Opened it up and found the control board thermal fuse bad. Replaced fuse.
Put it back together and the lower oven heats up, but the upper one does not. Pulled the elements and checked with ohm meter…both elements good.
My local appliance parts guy says replace the control board.
I’m thinking the control board is good, all function of the display work, and the lower oven works.
I’m thinking thermal fuse on the back of the oven. Just haven’t had anyone to help me pull the 500# oven out of the wall.
Local parts guy says it’s not the thermal fuse, because the power wouldn’t get to the display if it was out. I’m thinking it fuses only the elements.
Any help would be appreciated.
